The ANI reform project sent by Cătălin Predoiu to Parliament says that the wealth declarations of dignitaries remain secret. The reaction of the interim Minister of Justice

The draft law on the reform of the National Integrity Agency (ANI), sent to Parliament by the interim Minister of Justice Cătălin Predoiu, maintains the public secrecy of declarations of assets and interests, according to the document consulted on Tuesday, July 21, by Libertatea.

What is written in the project

In short, the project provides that declarations of assets and interests will continue to be submitted to ANI, but dignitaries will not have the obligation to make them public, as before.

What is more important in the document submitted to Parliament:

2. Article 2 is amended and will have the following content:

Art. 2. – (1) Declarations of assets and declarations of interests are completed according to annexes no. 1 and 2 and signed with a qualified electronic signature or advanced signature incorporated in the electronic identity card, by the persons from art. 1 paragraph (1), with the exception of those from point 39, and are sent to the Agency exclusively through the online platform for declaration of assets and interests, hereinafter referred to as e-DAI, managed by the Agency.

(2) The persons provided for in art. 1 paragraph (1) point 39 submit declarations of assets and interests signed with an electronic signature, as the case may be, qualified or advanced signature, incorporated in the electronic identity card, or with a holographic signature and are sent to the Agency exclusively through e-DAI.

(3) The persons provided for in art. 1 paragraph (1) point 39 are required to register and submit asset declarations and interest declarations in a separate section of the e-DAI platform.

(4) The obligation to submit declarations of assets and interests does not attract their publicity.

(5) Declarations of assets and interests of the persons provided for in art. 1 paragraph (1) are kept in the Agency’s records, ensuring their confidentiality, without being made public, for a period of 7 years from the date of their transmission via e-DAI”.

Cătălin Predoiu’s reaction

Libertatea contacted the interim Minister of Justice for a point of view, and he stated that the project can be changed in Parliament through amendments.

“It is an initial MJ – ANI consolidated project, to which some of the parliamentary parties that participated in the subsequent consultations with MJ and ANI brought their amendments, and the project submitted to Parliament reflects them. The other parties can make their own amendments in Parliament”, explained Cătălin Predoiu for Libertatea at 19.37.

Cătălin Predoiu also holds the position of Minister of the Interior and of Justice, both as interim, after the Government led by Ilie Bolojan was dismissed by a motion of no confidence on May 5.

We remind you that the wealth declarations of dignitaries and civil servants are no longer available to citizens and the press, by the decision of the Constitutional Court of May 2025. More precisely, they are submitted to ANI, but there is no longer the obligation to publish them online due to the CCR decision.
